Who thinks of the construction quickly sees the construction site, with high fences, cranes and lots of crowds. The phases that precede this are a lot less known, and certainly less visible. Determining budgets, obtaining support among stakeholders, designing, arranging a building permit and contracting the work together take at least as much time as the construction itself. What is the role of the so-called project manager in these preliminary phases? And more specifically, what does “tendering” mean?
